2025 WCJLS
GENERAL RULES AND REGULATIONS

 

  1. The Washington County Junior Livestock Show is open to exhibitors who are eligible members of Washington County 4-H or a Washington County FFA Chapter. Exhibitors must be either a resident of Washington County or a student of a Washington County school district (including Osage Hills Elementary Schools). Exhibitors must be 8 years old and in the 3rd grade before the 1st day of the show and not have graduated from high school. Youth entering under 4-H need to be an active member by the last nomination date.

  2. Academic Eligibility: Exhibitors who have been declared ineligible to participate in extracurricular activities by their local school administration will be declared ineligible to participate in this show. Youth who are eligible on the first day of the show will be considered eligible through the duration of the show. Similarly, youth who are ineligible on the first day of the show will be considered ineligible through the duration of the show. If an exhibitor is ineligible to participate in the show for any reason, including rules of the Oklahoma Secondary Schools Activity Association, the animals owned by the exhibitor are also ineligible for the show. Ineligible youth who participate in the show will forfeit all show and/or sale premiums and awards and will be subject to disciplinary action as provided by the local school policies.

  3. An exhibitor may enter late for an additional $100 per entry, after that point no nominations will be accepted. Late entry fees must be postmarked according to the date table.

  4. Household Nominations: Students will be allowed to enter and show any animal that was nominated by an individual from their household according to the following restrictions:

    1. The students must all legally reside in the same household and share the same legal address.

    2. The student who is entering the animal must have materially participated in the care of the project.

    3. Regarding student’s eligibility, if a student is declared ineligible, any animal entered in that exhibitor’s name shall be ineligible for exhibition at the Washington County Junior Livestock Show.

    4. The exhibitor of each animal must be designated at the time of the Washington County Junior Livestock show weigh-in.

  5. Prior to show date, exhibitors must have owned and personally cared for their Goats, Sheep, Cattle, and Swine. Location and address of where animal projects are housed are required at the time of entry. ​​​

    • All Market Animals: Exhibitors may pre-enter (nominate) up to ten (10) market animals per species, but are only allowed to exhibit 3 steers, 3 sheep, 3 hogs, and 3 goats at the show.

    • All Registered and Commercial Breeding Animals: Exhibitors may nominate an infinite number of breeding animals but will be limited to exhibiting 2 breeding animals per breed per species.

    • All Market Goats, Sheep, Steers, and Swine must be electronically nominated in ShoWorks according to date table, with an official USDA tag. There will be a $10 per head, per exhibitor entry fee for all livestock. In addition, all exhibitors will be required to purchase/sell at least four Chili Supper tickets at $5 each, charged to the exhibitor at nomination. All market animals must provide photos to include a head shot picture and profile picture of the animal with an official USDA tag, and exhibitor in the photo. wcjlsnominationphotos@gmail.com Tags must be permanently installed in the animal’s ear for the pictures. Market swine must include a photo of ear notches. These pictures can be emailed or postmarked according to date table. An exhibitor may enter late until midnight of date in table, for an additional $100 per entry, after that point no nominations will be accepted. Late entry fees must be postmarked on or before date in table.

    • All Registered and Commercial Breeding Livestock must be electronically entered in ShoWorks by midnight according to date table, there will be a $10 per head, per exhibitor entry fee for all livestock. Payment for all fees must be postmarked according to date table. An exhibitor may enter late until midnight of date in table, for an additional $100 per entry, after that point no entries will be accepted. Late entry fees must be postmarked on or before date in table. In addition, (if not already purchased during market nominations) all exhibitors will be required to purchase/sell at least four Chili Supper tickets at $5 each, charged to the exhibitor at nomination. Commercial breeding livestock are to be tagged with an official USDA tag.

    • ​​Registration papers will be checked at check-in and must be in the exhibitor's name with an ownership date according to table.

  6. By signing the release form in ShoWorks you are releasing any rights of photos taken of any exhibitor during the Washington County Junior Livestock Show and Sale and you are bound to adhere to the rules of the Washington County Junior Livestock Show. It is the exhibitor’s responsibility to obtain, read, and follow the rules of the Washington County Junior Livestock Show.

  7. Washington County Junior Livestock Committee reserves the right to perform random project visits during the year.

  8. Showmanship Contest: To be held at the conclusion of each show (swine, goats, sheep, beef, poultry, and rabbits).

    • Jr. Division will be 6th grade and under Int.

    • Division will be 7 – 9th grade

    • Sr. Division 10th grade and up

    • Showmanship is open to all exhibitors. Animals used in showmanship must be the property of the exhibitor. Showmanship will be judged upon neatness, personal appearance, organizational emblem, and appearance of animal and proper showing techniques.

  9. Exhibitors are expected to accompany their livestock to the show, care for and exhibit them. In case of sickness, or if exhibitor has more than one animal, or if any other conditions arise making this impossible, their animal(s) may be shown by some other exhibitor with special permission from the superintendent in charge. Youth must have an animal exhibited in the show in their name to be eligible for premiums or add-ons.

  10. Entries must be in place, weighed, and entered by 7 p.m. with respective superintendent in charge. All market animals will weigh one time, if there is a question, back out, balance or zero scales, and re-weigh immediately.

  11. An exhibitor is allowed to sell one (1) animal in the premium auction. The only exception to this would be in case one exhibitor had more than one Grand Champion or Reserve Grand Champion market animal. No costumes, decorations, glitter, etc. is allowed on the animal while in the sale ring. No buyer gifts are allowed to be presented in or around ring during the sale. The official dress code will be enforced in the sale ring.

  12. All animals not making the sale or receiving an alternate position in the sale will be released to leave following the conclusion of the cattle show, including sale order and showmanship. Alternate animals not making the sale will be released to leave upon notification of sale order. (Failure to comply with this rule will constitute ineligibility to participate the following year.) All animals must be removed by 12:00 a.m. according to date table, unless prior arrangements are made with the WCJLS board. No vehicles or trailers may enter or leave the midway from 5:00 pm until completion of the sale.

  13. All youth must EXHIBIT their livestock as a member of the SAME organization (4-H or FFA) that they ENTERED their livestock under. Any exceptions need to be brought before the board at the 1st meeting after January 1st. 

  14. Official Show Ring Dress Code for WCJLS will follow the 2025 OYE Dress Code with the exclusion of hats. No hats will be allowed in the show ring.

  15. All market animals must be castrated.

  16. Inhumane treatment of any animal (physical abuse) will not be permitted at this show.

  17. LIVESTOCK EXHIBITORS CODE OF ETHICS - ANY VIOLATION OF THE IAFE NATIONAL CODE OF SHOW RING ETHICS WILL AUTOMATICALLY RESULT IN DISQUALIFICATION. (Distributed by the committee) SEE ATTACHMENT.

  18. Failure to comply with general rules and instructions from the show officials or Committee members of the Washington County Junior Livestock Show can result in penalties up to expulsion from the show and sale and forfeiture of all money.

  19. Sale order pictures must be taken during or immediately following the sale order selection of that species. Dress Code will be enforced in pictures.

  20. Liability: The show will in no case be responsible for any loss or damage that may occur. Each exhibitor will be solely responsible for any consequential or other loss, injury or damage done to, or occasioned by, or arising from any animal or article exhibited by him. He shall indemnify and save harmless the show and all of its sponsors and assisting organizations, their employees and agents, against all legal or other proceedings in regard thereto, as well as damage or injury to any person or property, caused by the exhibitor or any of the animals exhibited by him, or arising out of, or in any way connected with such exhibit or any of the animals so exhibited. It is further understood and agreed that the Management of the Show accepts all entries and exhibits subject to any and all limitations upon its ability to handle and house said exhibits that may arise or exist out of inadequate quarters or inadequate supervision, or resulting from strikes, work stoppages or any labor dispute, fire, storms or other disasters.

  21. Exhibitors qualifying for the Premium Sale or row of champions will be required to attend a meeting at 9 a.m. in date in table, in the Washington County Fair Building (premium sale ring) in Dewey.

  22. The Board of Directors reserves the right to amend or add to these rules as they in their judgment deem advisable. The Executive Committee has the right to make emergency decisions during the current Washington County Junior Livestock Show.

  23. Any checks disbursed to exhibitors will be valid until September 30 of that year. All checks will be voided after October 1.

  24.  ***All Market and commercial breeding animals must have an official USDA tag.

BEEF – Kirsten Ergenbright, SUPERINTENDENT

  1. Market Steers

    • ​See rule #4 of general rules for entry costs and deadlines. All market animals must provide photos to include a head shot picture and profile picture of the animal with an official USDA tag, and exhibitor in the photo. These pictures can be emailed or postmarked per the date table.

    • Breeds to show: AOB, Angus, Beefmaster, Brangus, Charolais, Chianina, Gelbvieh, Horned & Polled Herefords, Limousin, Maine-Anjou, Red Angus, Saler, Shorthorn, Simmental, and Crossbred. Animals must exhibit characteristics of the breed they represent. 3 head to make a breed at nomination.

    • Weights:

      • Minimum weight of 1000 lbs. Any market steer not making the 1000 lb. minimum will not be allowed to show.

      • Minimum weight of 500lbs for mini steer breeds. Any mini steer not making the 500 lb. minimum will not be allowed to show.

  2. Commercial Heifers

    • ​No registration papers will be required for commercial classes. Commercial heifers will be shown by weight.

  3. Registered Breeding Heifers

    • ​Registration papers will be checked and verified to legible ear tattoos during check-in and must be in the exhibitor's name with an ownership date according to date table. Heifers not meeting this requirement will be shown as commercial.

    • Registered breeding heifers class break will be:

      • May 1 and later, 2024 (4-10 mo.)

      • January 1 - April 31, 2024 (11-14 mo.)

      • September 1 - December 31, 2023 (15-18 mo.)

      • January 1 - August 31, 2023 (19-26 mo.)

      • Bred & Owned Class (purebreds only).

      • Breeds to show: AOB, American Aberdeen, Angus, Beefmaster, Brahman, Brangus, Charolais, Chianina, Dexter, Gelbvieh, Horned Hereford, Polled Hereford, Limousin, Maine-Anjou, Miniature Hereford, Red Angus, Saler, Shorthorn, and Simmental

SHEEP – Robin Griggs, SUPERINTENDENT

  1. Market Sheep

  • All market animals must provide photos to include a head shot picture and profile picture of the animal with an official USDA tag, and exhibitor in the photo. These pictures can be emailed or postmarked according to date table.

    • Breeds to Show: AOB, Hair Sheep, Southdown, Shropshire, Dorset, White Faced Crossbred, Natural, Hampshire, Suffolk, and Black Faced Crossbred. Must have 3 head to make a breed at nomination time or will show as an AOB.

    • All market sheep must be individually identified with an official USDA tag.

    • Weights: Minimum weight of 100 lbs. (Southdown 90 lbs.). Any market sheep not making the 100 lb. (Southdown 90 lb.) minimum will not be allowed to show.

    • Ewes showing in breeding classes cannot show in market classes

​​  2. Commercial Breeding Ewes

  • No registration papers will be required for commercial classes.

    • Commercial ewe classes will be broken by weight, with a minimum weight of 90 lbs.

    • Any commercial ewe not making the 90 lb. minimum will not be allowed to show. All commercial breeding sheep must be individually identified with an official USDA tag.

    • All commercial breeding stock must have an official USDA tag.

  3. Registered Breeding Ewes

  • Registration papers will be checked at check-in and must be in the exhibitor's name with an ownership date according to table. All breeding animals without registration papers will be shown commercial.

  • Ewes: (January 1, 2023, and younger).

  • Classes may be split by yearling and ewe lamb accordingly by superintendent. Ewes Cannot have 2-year-old teeth.

    • Bred & Owned Class (purebred only).

    • Breeds to Show: AOB, Hair Sheep, Southdown, Shropshire, Dorset, Hampshire, Suffolk, and Dorset Advantage.

  • There will be an official classifying sheep at check-in. Classifier’s decision is final.

  • Artificial coloring, paint and powder are not permitted for use in any sheep division during the show. All sheep must be slick shorn, including the head, a maximum of 30 days prior to classification. All sheep must be slick shorn with no wool above the knees or hocks at the time they enter the show ring.

SWINE – Joey Rogers, SWINE SUPERINTENDENT 

  1. Market Swine 

    • All market animals must provide photos to include a head shot picture and profile picture of the animal with an official USDA tag, and exhibitor in the photo. Market swine must include a photo of ear notches. These pictures can be emailed or postmarked according to date table. 

    • Breeds to Show: AOB, Berkshire, Chester White, Poland China, Spotted, Duroc, Hampshire, Hereford, Yorkshire, and Crossbred. Classification will be referenced by the OYE guidelines, and the Classifier’s decision will be final. Must have 3 head to make a breed at nomination or will show as AOB. 

    • Breeds will be broken into classes by weights. 

    • Weights: Minimum weight of 200 lbs. Any market swine not making the 200 lb. minimum will not be allowed to show. 

    • Gilts and barrows can be shown in the market class.  

    • Gilts being shown in the breeding class cannot be shown in the market class. 

    • Sale order will be selected on breed percentage. If less than 150 head, will show for sale order.

    • No one is allowed in the holding area but the exhibitor, animal, and the arena help.

    • Mandatory exhibitor meeting at 8:30 a.m. the morning of the show.

 

   2. Commercial Breeding Gilts 

  No registration papers will be required for commercial classes. 

  • Weights: Commercial gilts will be shown by weight, with a minimum weight of 200 lbs. 

  • Any commercial gilt not making the 200 lb. minimum will not be allowed to show. 

  • Registration Papers will not be required on commercial gilts. 

  • Gilts being shown in the commercial breeding class cannot be shown in the market class. 

 

   3. Registered Breeding Gilts 

Registration papers will be checked at check-in and must be in the exhibitor's name with an ownership date according to table. All breeding animals without registration papers will be shown commercial. 

  • Bred & Owned Class (purebreds only) 

  • Breeds to Show: AOB, Berkshire, Chester, Hampshire, Hereford, Spotted, Yorkshire, and Duroc. Classification will be referenced by the OYE guidelines, and the Classifier’s decision will be final. 

  • Born since July previous year. 

  • Gilts being shown in the registered breeding class may not enter in the market class. 

  • No paint, powder, or color-altering coat dressings will be allowed on barrows or gilts.  

  • The Oklahoma Department of Agriculture requires that all swine be tested negative for pseudorabies. The evidence of this test must be shown to the official swine superintendent prior to allowing swine to unload on premises. The pigs that come directly from validated herds do not have to show evidence of tests but must provide proof of validation. Copies of the papers must be turned in by 4 p.m. according to date table, at the OSU Extension office in Dewey. All swine must have an official USDA tag. 

  • Swine exhibitors must be present at the end of the overall swine show for sale order announcement. 

  • The Oklahoma Department of Agriculture Food and Forestry has mandated and requires all Swine Show exhibitors to have a premise identification to compete at Oklahoma livestock shows. You can go to the ODAFF website: http://www.oda.state.ok.us/ais/animaltrac.pdf for the form to complete your premise registration. It is free and does not take much time. Any location where a swine project is housed for any length of time needs a Premise I.D. For example, if your swine project stays at the school farm its entire life, then the school farm is the only Premise I.D. that your project will need. YOU MUST HAVE YOUR PREMISE I.D. NUMBER BEFORE FEBRUARY 9, of current year! 

MEAT GOATS – Mike Rainey, SUPERINTENDENT

  1. Market Goats

    1. ​All market animals must provide photos to include a head shot picture and profile picture of the animal with an official USDA tag, and exhibitor in the photo. These pictures can be emailed or postmarked according to date table.

      1. Classes will be broken by weight.

      2. Weights: Minimum weight is 50 lbs.; there is no maximum weight. Any market goats not making the 50 lb. minimum will not be allowed to show.

      3. Exhibitors will not be permitted to lift the front legs of goats off the ground to brace goats during showing.

      4. Wethers or does may be shown.

      5. All market goats must be uniform slick shorn with 3/8 inch of hair or less above the knee and hock joints to include the head, excluding the tail.All wethers and does must be individually identified with an official USDA tag.

  2. Breeding Does

    1. ​No registration papers will be required for breeding doe classes.

      1. Classes will be broken by weight.

      2. Weights: Minimum weight is 50 lbs.; there is no maximum weight. Any breeding does not make the 50 lb. minimum will not be allowed to show.

      3. Yearling does cannot have 2-year-old teeth.

      4. No Permanent teeth can be visible at weigh-in, if they are, the doe will be placed in a yearling class.

      5. Goats must be broke to lead. Exhibitors may use halters, collars, chains or collar/chain with a short lead when showing.

      6. Bracing of breeding does will not be allowed.

POULTRY – Rebecca Moses, SUPERINTENDENT

  1. All entries in this department will be subject to the General Rules and Regulations of the Washington County Jr. Livestock Show, except where they conflict these “Special Rules” of this department, in which case the “Special Rules” will prevail.

  2. Birds are to be purchased by through WCJLS according to date table. Purchase of a minimum of 25 birds, three (3) birds to make your pen. Up to three (3) pens of Market Broilers per exhibitor. Birds will have a wing band when purchased and will need to have wing band in place matching purchasing records to be eligible to show. Birds will be distributed on a designated date at a designated time. The exhibitor will be responsible for the cost for the chicks plus shipping. An exhibitor may enter late until midnight according to date table, for an additional $100 per entry, after that point no nominations will be accepted. Late entry fees must be postmarked according to date table.

  3. Up to 3 pens may be entered. must be electronically nominated in ShoWorks by midnight according to date table, with a hatchery issued band number. There will be a $10 per pen, per exhibitor entry fee for all livestock. Payment for all fees must be postmarked according to date table.

  4. Market Broilers must be checked-in by 7:00 pm on check-in night. Exhibitors of broilers must be present for the check-in unless excused by their supervisor (Ag Teacher or 4-H leader) and the Superintendent of the broiler show.

  5. Broiler exhibitors must be present to hold their broilers for the judge. Two (2) other WCJLS exhibitors may assist in holding the birds. All must be in show attire.

  6. The Grand and Reserve Grand Champion pen of three (3) will be recognized at the WCJLS Premium Sale. All exhibitors will be eligible for add-ons.

  7. Any bird showing signs of disease will not be allowed on the fairgrounds. USDA Wholesome Meat Act applies to all market birds. Only animals available for immediate slaughter may be brought onto the grounds to exhibit.

  8. Birds will be judged on confirmation, fleshing, finish, uniformity of birds within the pen and absence of defects.

RABBIT – Rebecca Moses, SUPERINTENDENT

  1. Meat Pens - Three rabbits to make a pen.

  2. All meat pen rabbits must be electronically nominated in ShoWorks by midnight according to date table, with their tattoo numbers. There will be a $10 per pen, per exhibitor entry fee for all rabbits. Payment for all fees must be postmarked by according to date table. In addition, all exhibitors will be required to purchase/sell at least four Chili Supper tickets at $5 each, charged to the exhibitor at nomination. An exhibitor may enter late until midnight according to date table for an additional $100 per entry, after that point no nominations will be accepted. Late entry fees must be postmarked according to date table.

  3. Exhibitors must bring their rabbits to in-person validation according to date table, from noon – 7pm. Location to be determined. Breeds: Class will be broken into the following breed groups: CalifornianNew ZealandALL OTHER BREEDS (Champagne D’Argent, Cinnamon, Creme D’Argent, Palomino, Satin, Rex, American Chinchilla, French Lops, American Sable, Silver Martens)

  4. Entry Requirements: Rabbits will all be of the same breed and variety, but do not have to come from the same litter. Rabbit age limit is 10 weeks. Minimum weight is three and 1/2 pounds (3.5 lbs.) for each rabbit and maximum weight is five and 1/2 pounds (5.5 lbs.) for each rabbit.

  5. Three nominations are required to make a breed.

  6. Exhibitors are allowed to nominate up to 10 pens (30 rabbits) but will only be allowed to exhibit 3 pens (9 rabbits).

  7. Animal Ownership: Exhibitor must own the rabbits starting 5 weeks before the show date.

  8. Identification: Rabbits must have a permanent tattoo in the left ear. Rabbits not legibly earmarked must be disqualified from the class. Legibility of the earmark is at the discretion of the judge and/or the superintendent.

  9. Diseases: Any rabbit showing symptoms of any contagious disease at check-in or later in the Show must be removed by Exhibitor from the showroom and will not be judged. Entry fee will be forfeited. Exhibitors must remove animals from the Show grounds that are showing symptoms of any contagious disease at check-in or later in the Show. Rabbits will be checked for disqualifications and continue through the judging process.

  10. Care of Animals: Exhibitors must bring water and feed containers. Exhibitors are responsible for feeding and watering their own rabbits.

  11. Each animal must be exhibited in its natural condition. An exhibitor in violation of this rule will have their animal disqualified, and the remainder of their entry may be disqualified from competition and not be judged. Examples include dyeing, plucking, trimming, or any other action designed to deceive.

  12. The Show Committee reserves the right to make any changes necessary, including substitution, addition or deletion of any judge.

  13. Judges’ decisions will be final. No harassing of any judge will be allowed. Exhibitors or guardians of exhibitors attempting to, or actually interfering with, annoying, molesting, or influencing the judge or judges, or acting in a manner unbecoming, the exhibitor(s) shall have all their stock disqualified by the judge and shall be ejected by the show superintendent and barred from the show room.

  14. The Grand and Reserve Grand Champion pen of three (3) will be recognized at the WCJLS Premium Sale. All exhibitors will be eligible for add-ons.

AGRICULTURAL MECHANICS – Rodney Thomas & Jimmy Epperson, SUPERINTENDENT

  • Division 1 – Trailers

  • Division 2 – Wildlife and outdoor projects

  • Division 3 – Shop equipment and machinery

  • Division 4 – Livestock equipment

  • Division 5 – Decorative

  • Division 6 – Junior Division

    • Requirements: Must meet the following criteria

    • 9th grade and under are only eligible for division 6

    • Must incorporate at least 1 horseshoe

    • Must fit in a 2’x2’x2’ square

    • Division 6 not eligible for grand drive

  • Teams consist of 2-4 contestants.

  • Projects from teams and individuals will be judged together.

  • Each contestant/team of contestants are required to have a plan, assemble, and market their respective project to be displayed at the WCJLS. Each project will be made from scratch.
